Qinzhou Port area of Guangxi FTZ promotes administrative approval system reform

The Qinzhou Port area of the China (Guangxi) Pilot Free Trade Zone (FTZ) has optimized the administrative approval process, so that 343 matters can be directly concluded at service windows with an acceptance rate of 96.33 percent.

The Qinzhou Port area of the Guangxi FTZ has reduced the examination and approval procedures of general social investment projects, social investment low-risk projects and government investment projects to eight, four and 10 processes respectively, and time limits have been reduced to 28, eight and 40 working days.

It allows low-risk enterprise investment projects to obtain land use rights in accordance with their own survey, design, construction and acceptance submissions; the approval process of an original four links has been reduced to two links, and the processing time limit from the original eight working days to three.

The port area also optimized 301 business-related matters, including cancellation of 20 approvals, 73 confirmations of commitment, and 188 implementation approvals, leaving only 27 new commitment approvals under the new system.
