Hechi strives to build livable, business-friendly city

Hechi has been striving to create a national civilized city and an autonomous-region-level civilized city by optimizing the living and business environments.
Hechi has focused on the urban renewal of Jinchengjiang district and the construction of Yizhou new district, and has created a modern city. The construction projects mainly include Jinchengjiang-Yizhou first-class road, Hechi Garden Expo Park, the Guiyang-Nanning High-speed Railway, as well as various public parks and resettlement buildings in the city.
In 2022, the Yizhou new district will plan 20 construction projects, including a municipal infrastructure, public services, and real estate, with a total investment of 23.57 billion yuan ($3.5 billion). To date, projects such as Yingbin Avenue, Xingrui Road, Hechi College, Yizhou New District First Primary School, and a high-tech industry incubation base have completed preparatory work, and construction is expected to start within this year.
According to a businesswoman from Hong Kong surnamed Wu, "From registration to opening a bank account, it takes one hour to complete. While five stamps, a tax ukey, a bank account opening fee and a service fee for the first year are also provided for free, which allows foreign-funded small and medium-sized enterprises to enjoy the dividends from the reform."
This is due to the implementation of the "three exemptions" policy in Hechi, and the cost of starting a new enterprise in the city has dropped from the original average of 1,011 yuan per household to 0 yuan, costing nothing to open a start-up company. Up to now, the city has saved 4.6 million yuan for enterprises.
Hechi launched 32 reform measures for residents and enterprises, which makes it easier for them to handle their business matters in a better, faster and easier way.
In addition, Hechi has been fully implementing the "two mountains" theory, and strives to promote the construction of a green development pilot zone.
The city's forest coverage rate is as high as 71.32 percent, and the excellent rate of ambient air quality indicators in the first quarter reached 97.78 percent. There is a combined total of 44 nature reserves, national geological parks, wetland parks and other natural reserves in the city.
