Hechi issued 383 million yuan ($61.7 million) minimum living allowances in the first half of the year for 3.96 million urban and rural residents, according to Hechi municipal civil affairs bureau on July 7.

The achievement was attributed to Hechi's high attention to the basic living standard of urban and rural residents with financial difficulties and the constantly improved social security systems.

A total of 2.74 million low income people are from rural areas and 274,000 live in urban areas.

Hechi increased the minimum living allowance twice last year, placing the average level at 262 yuan in urban areas and 111 yuan in rural areas.

The city is now improving the urban and rural households economic status check platform and plans to connect the information on the platform with financial, insurance, agriculture, tax, housing fund and housing and urban-rural development departments in order to guarantee the effective use of allowances.
