Several Policies and Regulations on Promoting the Open Development of Guangxi Beibu Gulf Economic Zone by the People's Government of Guangxi Zhuang Autonomous Region ( revised in 2014, Gui Zheng Fa  No.5, execution time: January 1, 2014–December 31, 2020)
● Encourage the development of the headquarters economy. For accredited enterprise headquarters, R&D subsidies will be granted according to their contribution to the local economic and social development. The subsidy is contributed by the Guangxi Zhuang Autonomous government and the local government on an equal basis.
●After fostering their own production capacity and getting engaged in processing trade, the newly-established enterprises for processing trade will be granted with a one-off subsidy as long as they qualify for the subsidy, which should be capped at 0.5 percent of the actual paid-in capital.
●The newly-established enterprise, which is dedicated to offering support services to the enterprises processing trade and of which the supporting services account for 60 percent of their whole business, should be considered as a transferred enterprise, which qualify for supporting funds.
●For the direct route of a foreign trade container which has opened for steady operations for more than one year, and has run 45 times annually, a subsidy of 800,000-1,200,000 yuan will be granted each year depending on their ship type, route density and number of operating containers. The subsidy is contributed by the autonomous regional government and the local government where the port is located on an equal basis.
●Encourage the launch of new routes of foreign trade liners bound for ASEAN countries and other countries. As for the weekly routes which have been newly opened and the rate of on-time departures is not less than 80 percent, each route will be granted a subsidy for three consecutive years, namely, two-four million yuan for the first year, and then an amount discounted by 20 percent of the previous year in the last two years. In the following years, Article I should be observed. The subsidy is contributed by the autonomous regional government and the local government where the port is located on an equal basis.
●The forwarder companies that undertake sea-railway combined transportation of containers travelling back and forth in Beibu Gulf outside the autonomous region should be subsidized. The actual increment over the previous year should be subsidized at a rate of 200 yuan per TEU and the stock completed in that year should be subsidized at a rate of 50 yuan per TEU. The operators that begin to run liners of containers “at a fixed place, on a fixed route, at a fixed price and at a fixed time with a fixed shift” in Beibu Gulf should also be granted proper subsidies. The subsidy is contributed by the autonomous regional government and the local government where the port is located on an equal basis.
●For suitable containerizable cargos of foreign trade enterprises travelling back and forth from the Beibu Gulf in the autonomous region, proper subsidies should be awarded at a rate of 100 yuan per TEU for the increment over the previous year (heavy container). The subsidy is contributed by the autonomous regional government and the local government where the port is located on an equal basis.
●As for operators that have undergone regular operation of container “shuttle buses” for one year and above in the autonomous region, proper subsidies should be granted by the autonomous region each year.
●As for shipping enterprises which have registered in the economic zone and have an initial transportation scale of 100,000 tons and above, a one-off bonus of 2 million yuan should be granted; as for those whose transportation scale has exceeded 100,000 tons, one million yuan will be granted per 50,000 tons higher than the 100,000 tons. For any shipping enterprise, the bonus should be within five million yuan.
●As for the shipping enterprises that have registered in the economic zone and conduct international shipping business, and the insurance enterprises that are engaged in international shipping insurance business, proper bonuses should be given based on their business performance.
●As for the transport vehicles that carry international standard containers (Twenty-foot Equivalent Units and Forty-foot Equivalent Units) to come back and forth to the Beibu Gulf Port, Dongxing Pass Border Port, Youyi Pass Border Port, and Pingxiang Railway Port, the vehicle toll should be halved.
●As for international passengers and freight vehicles, they should be subsidized for 50 percent of the actual fuel surcharge. Each route should be subsidized for three years in a row. The subsidy is contributed by the autonomous regional government and the local government where the port is located on an equal basis.
●As for the major projects at the autonomous regional level that are coordinated and promoted, the electricity and water fee should be collected according to relevant policies and those of industrial parks, while a scheduled construction fee and infrastructure supporting fee should be charged with a reference to the regional and urban major construction projects. After approval, the electricity and water fee should be collected on the basis of a common industry.
●As for the financial institutions that have recently been newly built or settled down in the economic zone, a one-off subsidy should be granted by the autonomous regional government. The subsidy should be capped by 10 million yuan.
●The financial institutions are expected to encourage the development of small and micro businesses. As for those qualified financial institutions in the economic zone that provide loans for small and micro businesses, the risk compensation, namely 0.6 percent of the increment of average loan balance for small and micro businesses over the previous year, should be granted based on the average loan balance for small and micro businesses.
●The risk compensation should also be granted to those guarantee institutions that offer financing guarantee services to medium, small and micro businesses on bank loans. The compensation should be 0.4 percent of the annual average signed lines of financing guarantee based on the signed lines of medium, small and micro businesses from the previous year (the maximum subsidy for a single institution should not be over three million yuan). As for the newly signed lines of medium, small and micro businesses qualified for the subsidy, 0.2 percent of signed lines of annual average financing guarantee should be paid to the institutions as risk compensation.
